Valve is probably hoping to promote SteamOS and Steam Link streaming device, but it effectively means that normal PC users are forced into a game console-style interface for adjusting their Steam Controller settings. So, to begin the process, you’ll have to use your mouse to click on the Big Picture Mode button at the top right corner of the desktop Steam interface.
